The Study Of Evolution Mechanism Of Chinese Intergovernmental Relationship Among Province, City And County

Based on the analytical framework of historical institutionalism, the thesis focuses on the interaction mechanism between intergovernmental relationship and influencing factors, studying how the mechanism leads to the special evolution path under the interaction between intergovernmental relationship and influencing factors. The conclusion is that, effected by the historical factors, the management-and-control intergovernmental relationship presents highly centralized attribute at the beginning of the new China. Political power structure determines fundamental contradiction of intergovernmental relationship. Society developmental demand stimulates evolutionary dynamics. However, limited economic resource gross restricts evolutionary ability and direction. With the transition of economic structure and society developmental demand, vertical division of powers turns to horizontal division of powers. And the intergovernmental relationship gets a transition from the management-and-control type to service-oriented type. There is also a shift of driving governmental hierarchy from province, city to county. As a result, administrative intergovernmental relationship achieves the shift from state of high isomorphic responsibility and low elasticity to that of limited isomorphic responsibility and high elasticity. Economic intergovernmental relationship realizes transformation from the mode of high dependence and low balance to low dependence and high balance. Social relationship changes from the type of high overall planning and low balance to moderate overall planning and high balance. Governance relationship converts from the non-institutionalized governing path with policies to institutionalized governing path with law. Meanwhile, the influencing factors realizes the structure optimization during the evolution. Economic system strengthens fusion of the market mechanism and planning factor. Society development demand maintains the dynamic equilibrium of fairness and efficiency. Political power structure achieves optimization coexistence of centralization and decentralization. The basis of policy and law introduces properly the rule of man into the rule of law to ensure the elasticity of reform. Promoted by multi-factor, the trend of intergovernmental relationships between province, city and county will still present curvilinear path. It will build the government level based on the political factor. Society development demand will determines the evolution direction and market-economy construction will function as engine, but also limit evolution. No matter which path it will present, the construction of intergovernmental relationship has to be within the framework of the rule of the law, building the mutualistic symbiotic relationship among the government, economy and society.
