| Government performance evaluation began in the 1940s; large-scale evaluation of performance prosperity in the early 1970s, which theory and method mainly came from enterprise performance evaluation. From the 1970s and 1980s, the British new public management movement and its "results-oriented" concept was gradually accepted and used by the countries in Europe and America's government, and has achieved remarkable success , then performance evaluation also gradually became an important component of theory and practice in public administration reform.Performance evaluation as an advanced mechanism for the management, technology and tools for improving the efficiency of government work has great improved government performance.Building harmonious society becomes an important issue in the social life, as China's market economic system matured and citizenship increasing awareness, an open, transparent, democratic and efficient government has became China's main line of public administration reform. After years of exploration and practice, China's government performance evaluation has made certain achievements, work attitude has significantly improved and the ability to work has rised. However, as emerging countries of performance evaluation, China's Government performance evaluation's theory and practice is still at an exploratory stage, lacks of a system and standardized assessment system. Particularly the practice of performance assessment of local governments, the specific environment and the limitation of management, exists some significant defects.The article first starts from local government performance evaluation's theoretical analysis, point out that local government performance evaluation system is a cycle rather than isolation; then analysis the promlem article of local government performance evaluation, at the same time learn from foreign experience in local government performance evaluation, at last under the specific issues raised improvement strategies.
