Does the shortage of migrant workers means the accomplishment of the reallocation of China's surplus rural labor force and the advent of the period of the labor force shortage? If not, then what is the reason of it? How to solve it? These three questions are regarded as the main questions which should be considered for the analyses of the shortage of migrant workers .This paper is just in accordance with them.To answer the first question, in Chapter 2,with the relevant data from Statistical Yearbook and some academics this paper analyzes and estimates the time of Lewis's turning point roughly by the improved critical minimum effort equation which interpreted by Ranis, G. and Fei, C.H. .The general conclusion is that Lewis's turning point has not come.From the perspective of labor supply, this paper analyzes the causes of the shortage of migrant workers by the rectified Time Allocation Model in Chapter 3. And the same conclusion as that of the current study is that the lower wages are a major factor. The main contribution of this part is to provide an effective micro-framework for the analyses about the shortage of migrant workers.Through analyzing the inhibition from the nature of the inferior industries to the wage level and the employment industry bottlenecks in Chapter 4, this paper analyzes the industrial impact on the mobility of redundant labor force in rural areas. And then the inferior industries are regarded as the fundamental reason.Based on the previous analyses, some policy recommendations for the solution of the shortage of migrant workers are come up with in Chapter 5.In the final part, some brief overview about the conclusions in this paper is made and the inadequacy of the paper is pointed out at the same time.
