Research On Employment Issues Of Community Correction Offenders

Employment is rudimental to people, and is an important part of harmonious society construction. To community correction offenders, when going back to community, the first thing to be solved is survival, and getting employed is an effective measure to survive. In 2007, the registered unemployment rate of Chinese urban areas was 4.0%. Research shows that 29.3% of community correction offenders are unemployed. Therefore, it is necessary and urgent to solve their employment. The author takes Shanghai M and B districts as example, starting with their employment situation and problems demonstrated, to analyze its causes and explore countermeasures and advise to these problems. Research finds that attributions to these problems are many. First, lack of human capital,wrong concept of employment,special identity"are causes from offenders themselves; Second, the weak or broken support network between offenders and other factors in environment is one of the outside factors; lastly, the immaturity of community correction system and macro work environment is the other cause. Accordingly, offenders themselves and people from all walks of life are both needed to solve this problem, so that community correction offenders can finally return to community and society, and realize re-socialization.
