The Research On Disciplinary Practices Of The Central Government Civil Servant Disciplinary Council Of Nanjing National Government, 1927-1937

Nanjing National Government established a set of relatively complete civil servant disciplinary systems at that time, by means of which to standardize civil servants'conduct, to punish those who neglected his duty. The establishment and operation of the Central Government Civil Servant Disciplinary Council,which was regarded as one of its essential components, will help to promote the process of Chinese modernization, but also reflects the efforts and the effectiveness in the construction of judicial system Nanjing National Government made. This paper attempts to explore the general situation and disciplinary practices of the Central Government Civil Servant Disciplinary Council during the period of 1927 to 1937, and takes a preliminary evaluation.The whole text is divided into three parts. The first part introduces the establishment and organization structure of the Central Government Civil Servant Disciplinary Council. As one branch of the Judicial Institute, its establishment is the need to constantly strengthen the judicial construction and safeguard its own domination for Nanjing National Government. In addition, it mainly expounds the operation, the targets who should be disciplined, the organization used to send and accuse of, the consideration of disciplinary procedures and principles and the disciplinary varieties. The second part focuses on studying the efforts Nanjing National Government made to reinforce its own rule, by means of the analysis of the disciplinary cases and punishment which happened every year of the Central Government Civil Servant Disciplinary Council. The third part gives an evaluation to the Central Government Civil Servant Disciplinary Council. The Central Government Civil Servant Disciplinary Council plays a positive role in promoting the modernization of the legal system, safeguarding the stability of Nanjing National Government, while in the process of practices, it's inevitable to reflect its obvious limitation, which can not completely prevent the occurrence of corruption and greed.
