Basic Level Goverment Administration Cost Problem Investigation

Based on Bei Hu Regional's administrative cost, this paper research the problem of China's grassroots government administrative cost. From the background and meaning of China's grass-roots government administrative costs, we have do a lot of empirical research and look up the basis of relevant information carding, we summarized Chenzhou City Bei Hu Regional administrative costs characteristics and forecast the costs. We found that widespread grassroots government administrative costs duties consumption high, poll expenses, extra-budgetary expenditures not standard. On these basis points, we do a profound analysis from the aspects of subjective and objective. We pointed out that the ideas and behavior motivation reasons from subjective, the objective of system on the environment, management model, the economic environment, the political system and underlying causes. To address the problem, the paper available in the literature available on the basis of the grass-roots government to draw on the successful experience at home and abroad, focuses on how to control and solve the problem of excessively high consumption duties make relevant recommendations.This paper mainly in the macro (Central), meso (provinces), micro (county and municipal) following countermeasures proposed three levels: the macro level, based on the overall structure of national rights, the interaction between the marginal reforms, improve the government power structure and improving government functions in the concept; the meso level, institutional reform and economic transformation of government functions, a competition for leadership posts in the system, the establishment of administrative performance evaluation system, the introduction of the management of the provincial County system, and reduce the administrative level; the micro level, strengthen expenditure management, the implementation of departmental budgets and reform centralized treasury receipt and payment system, strengthen debt management, the implementation of duties consumption reform and enhance cost control awareness.
