Research On The Reform Of The Grass-roots Comprehensive Administrative Law Enforcement System

The reform of the system and mechanism of comprehensive administrative law enforcement at the grass-roots level is a very important problem in the administrative governance of our country.Because the comprehensive administrative law enforcement of the grass-roots level involves all aspects of the society,especially in the fine governance of today's society,it can not leave a dead angle in the management process,and the role of the comprehensive administrative law enforcement at the grass-roots level is also becoming more and more important.The more prominent it is.19 th National Congress of the Communist Party of China(CPC)has put forward new requirements to deepen the practice of ruling the country according to law.It has made an important deployment to the construction of the rule of law government,the promotion of the law administration,the strict standardization of the impartial and civilized law enforcement,the deepening of the reform of the administrative law enforcement system,and the urgent need to promote the comprehensive administrative law enforcement.Shenzhen as the most successful Special Economic Zone,in the comprehensive administrative law enforcement system reform,according to the development situation of the continuous improvement of the system mechanism,especially in the basic level of comprehensive administrative law enforcement level of exploration and practice.The Longhua District of Shenzhen has experienced 3 important administrative divisions in the course of the development of the last 30 years.The population density of Longhua district is large,the industrial enterprises,high and new technology enterprises are on line,the economic structure is complex and various types of business,and the Longhua district has been constantly changing in the comprehensive administrative law enforcement.It has a distinct representation.Therefore,in order to further promote the reform of the comprehensive law enforcement system mechanism of grass-roots grass-roots level,this study takes Longhua as an analysis case,and conducts a systematic study on the current situation,problems and Countermeasures of the reform of the comprehensive administrative law enforcement system at the grass-roots level law enforcement,not only helps to expand the research of the theory of public management,but also helps to expand the theory of public management.It provides a new experience reference for the reform of administrative law enforcement system in the new era.In this study,through the interview and investigation of the administrative law enforcement departments of Longhua and the street interview,410 questionnaires,the field participation observation,the literature and the comparison method,this paper empirically analyses the current situation,problems and causes of the reform of the comprehensive administrative system and mechanism of the grass-roots administrative law in Longhua District,and puts forward the corresponding countermeasures.The result shows that the large pattern of comprehensive administrative law enforcement in the dragon area is basically formed,and the law enforcement scope is wide,but the law enforcement system is basically straightened out,but the law enforcement system is basically straightened out,but the law enforcement responsibility is not clear,the efficiency is insufficient;the staffing is insufficient,the law enforcement team is unstable;the law enforcement equipment is backward,the coordination level is low;the law enforcement basis is insufficient,resistance The law enforcement corruption is serious and the contradiction is serious.Combining the theory and political practice,such as separation and balance,asymmetric information,new public management,social conflict and other theories and political practice,it is found that the cooperation of the comprehensive law enforcement department is not enough and the working procedure is complicated;the legal formulation is lagging behind,the legal consciousness of the two sides of the law is weak;the incentive mechanism is very weak.The law enforcement personnel are not sound enough,and the power rent seeking is widespread.Based on the analysis of the current situation,problems and causes,this study further believes that it is necessary to improve the reform of the system and mechanism of comprehensive administrative law enforcement in the new era.It is necessary to improve the higher level overall organization,strengthen the top level design,perfect the laws and regulations of the comprehensive administrative law enforcement,refine the relevant rules and regulations,straighten out the situation of the personnel of the law enforcement team,and improve all kinds of law enforcement.Guarantee;strengthen cooperation among various departments to form a joint effort to enhance the effectiveness of law enforcement;and execute law enforcement with fairness,fairness,people-oriented and equal interaction.
