A Study On The Predicament And Countermeasure Of China's Administrative Accountability Of Grass-roots Government

Along with the concept of democracy and nomocracy continues to be more popular, and administrative reform continues deepening, our country have made the rule of law policy, as well as put forward such as the concepts of a service-oriented government, limited government, responsible government, but the concepts are required system to support .At 2003 ,"SARS" made administrative accountability into the vision of people. The influence of administrative accountability expanding in recent years, it likes a sword hanging on the head of government officials. Number of major security incidents happened in 2008 shocked the whole country, while caused a far-reaching "Accountability storm".There is also a research boom on administrative accountability in the academic community. However, there are still many issues on the administrative accountability of our country , in particular its arbitrariness. We should calmly consider how to make the administrative accountability more institutionalized after the storm effects, and make its development more rational and more scientific, so that it become a normal political system which is able to effectively regulate and supervise the the government and its officers' administrative act. At present, there is not a unified legal system of administrative accountability in our country,neither a unified national program. The important role of grass-roots government should not be ignored in making administrative accountability become a normal institution of our country.The main purpose of this paper is to find a countermeasure on improving the administrative accountability of grass-roots government by investigating and analysising the status quo as well as finding out the problem and combined with the characteristics of gross-roots government, so as to lay the solid foundation for establishing a national accountability system and making the administrative accountability break away from the development trend of randomness of the current exercise.In this paper, the theory of political science,management and other related disciplines as well as the research methods of literature study,comparative study and case study are applied. The first part of this article is about the concept and connotation of the grass-roots government's administrative accountability,and compare the administrative accountability with other interrelated concepts. The theoretical basis of the administrative accountability is explained in the second part so that provide a theoretical guidance for later analysis. The third part is about China's practice of administrative accountability at present,and then analyse the issue of grass-roots government's accountability and it's causes thorough the status investigation of the S county in Hunan province. This paper compares the Western model of grass-roots government ,the interrelated law on administrative accountability and the practice of the Western countries to sought for experience which our country can reference in fourth part .Part V is about practical countermeasures for improveing the existing system of administrative accountability on combining our country's conditions. Because of the grass-roots government's authority, the countermeasures are focused on system construction, accountability culture.Besides,we should strengthen the participate consciousness of citizens to make it play the role of citizen participation so that improving our system as well as establish a effective supervision and management system of grass-roots government. And then we can set up the awareness of responsibility in whole society and provide better protection for establishing a responsible government, transparent government and service-oriented government.The innovative points of this study is to avoid one-sideness and singleness,and it is not a general study of the accountability, but sought for a method for improving the administrative accountability through surveying and analysing grass-roots government's practice of administrative accountability as well as stengthening the understanding of the government internal management system.
