Research On Building The Service Type Government In Changsha High-Tech Development Zone

The developing direction of the government reform in China is to build the service type government, which the government is the organization that ruled, managed and served the citizens. Inherent consistency exists between government and service. The public service type government regards social standard, citizen's standard as the idea, regard lasting and good encouragement system as the platform, provides the valid service for the citizens, social organization and society in government work purpose, content, procedure and work method in way publicly, serve the people, promote the government of social harmonious development. In this paper, we proposed some polices and suggests for building service type government in Changsha High-Tech Development Zone. The main contents of this paper include:(1) The existing problems and causing reasons for building the service type government in China are analyzed by using the public management theory and economics theory, on the basis of the researches on the meanings, features and goals of the service type government.(2) We analyze the experiences of the foreign governments and propose some enlightenment from the experiences.(3) We propose some definite countermeasures and suggests for building the service type government in the goals, system and polices.
