With the continuous deepening of China's reform and opening up,Changsha High-tech Zone has become an important support for regional economic development after 30 years of rapid development.With the proposal of the rise of Central China,a large number of key projects and major policies have settled in Changsha,Hunan.Especially after the “The Belt and Road” initiative was proposed by the state in 2013,Hunan Province has fully utilized itself as the inland core economic zone of the national strategic concept.Take the advantage of location and carry out the policy of“The Belt and Road” initiative.As the leader of the reform and opening up,Changsha High-tech Development Zone will continue to perform the leading role.The key to play a leading role lies in the reform of its own management system.This paper based on the enterprise-type government theory,service-oriented government theory,holistic governance theory,industrial aggregation theory and limited government theory as its theoretical guidance,combined with the realistic background of Hunan's docking “One Belt and One Road” cooperation initiative,and the “The Belt and Road” initiative for high-tech The reform of the district management system proposed the transformation of government functions,optimization of organizational structure,scientific allocation of rights,rationalization of operational mechanisms,etc.,and it is found that the management system of Changsha High-tech Zone has a functional orientation that fails to focus on microeconomics compared with the goal of the “The Belt and Road” initiative.The purpose of regulation and control,institutional settings can not meet the creation of an open economy,management authority can not achieve the requirements of stimulating market vitality,and the administrative operation mechanism can not be coordinated with the development requirements of the “The Belt and Road” initiative.After analysis,it is found that the main reason for these real problems is that the High-tech Zone Management Committee lacks a comprehensive understanding of the “One Belt and One Road” initiative in Hunan,the lack of reform and innovation motivation of the high-tech zone management committee,and the protection of interests in the redistribution of power,and The legal status of the management system of the high-tech zone is not clear.Comparing and summarizing the innovation experiencesof other high-tech zones in China,,the author believes that the reform of the management system of Changsha High-tech Zone must adhere to four major basic paths: First,it is necessary to transform government functions,use micro-control measures,cultivate social organizations,and improve the relationship between government and society,government and market;It is necessary to optimize the organization,clarify the legal status of the high-tech zone,carry out the reform of the large-scale system,implement the joint office,and improve the administrative efficiency of the government.Third,it is necessary to deepen the reform of the“distribution service” and rationalize the management rights and responsibilities among the departments at all levels.Promote decentralization and decentralization,reduce market intervention,comprehensively implement negative market access lists,and strive to achieve social autonomy;Fourth,improve internal management systems,establish a comprehensive supervision and guarantee system,create a fair and open environment.The overall coordination mechanism of production,learning and research is to optimize the introduction of talents and the evaluation mechanism of cadres,and improve the management efficiency and service supply level within the government.Through the above research,the author hopes to help the Changsha High-tech Zone to reform the administrative management system under the new situation of the “The Belt and Road” initiative in Hunan,and to provide a model for deepening the reform of the administrative system and the sustainable development of regional social economy in other high-tech zones in China.
