Study On Public Affairs Administration System In China

The traditional public affairs administration system in China is adjusted to traditional planned economic system and high centralized political system. However, since the market economy is developing quickly,"all-inclusive"society is changing to a democratic society that government,market and citizen society function together. All these factors call for reform of traditional public affairs administration system in order to match with the market economy.Since 1980's, research on public affairs administration system is carrying on, the evolvements of institution unit and public affairs administration system pushed by government make great progress, it alleviates problems of in lack of funds and low efficiency, and so on. But the evolvements do not change the traditional public affairs administration system basically, many problems still exist. There factors are complicated. One of the most important reasons is that the evolvements want for theories about public affairs. Compared with the business enterprise reform and the government reform, the theories research on public affairs administration weak. Therefore, in modern days, along with quick development of economy and society in China, how to carry on the reform of public affairs administration system is a big problem for theoreticians and real workers.Since the complexity of history and actuality in China, the formation and development of public affairs administration system need a long time. It is the result of various social mechanisms. The paper includes four parts, it does several researches as fellows:In the foreword part, the author elaborates the causes of selecting the topic of the public affairs administration system reform,the present study condition in domestic and international areas,the theories and realistic meaning of the topic, and so on .In the first part, this paper analyzes the formation and present condition of public affairs administration system in China on the base of defining the concepts about public affairs administration system ,such as institution units,public affairs,public utilities.In the second part, this paper reviews the process of reformation in the public affair administration system by the way of lengthways comparison. In this part, it generalizes reformation's experiences and summaries it's shortages in order to supply some useful experiences to further reformation in the public affairs administration system field.In the third part, this paper analyzes the successful experiences about the development of"the third section"in America,Japan,Hong Kong and Twain etc, from which we can get much impairment.In the fourth part , this paper analyzes the roles that government,society and market play in public service under the background of"Common Choice Theory"and"Governance Theory".In this part, the author puts forward that the direction of reformation in the public affair administration system is"from the government control to the choice of society". Absolutely , it needs a series of mode transitions that"powerful government,weak society","powerful government,powerful society","weak government weak society","weak government,powerful society"to achieve the goal.It is really a long time.The paper puts forward the target mode and path dependence of the public affair administration system by the research way of substantial evidence under the background of times that traditional administration system of public affair is changing to modern public affair administration system .
