Since our country first carried out theconstruction of Public Administration system in the early of 1980’s, we have taken the publicright to learn the truth and the superintendence seriously. But along with the gradualestablishment of the electronic government affairs system, we also use this special kind ofmedium to expand these rights for public Administration.But, because of the blemish of the minor faults of the law rules and regulations of ourpublic administration system and the defect of the electronic system itself, there are a series ofproblems in that system. Such as, the law provides the definition of the scope of the publicadministration by electronic government affairs not very clearly, the legal power ofadministrative corpus and the procedure of public also express illegibly. The problems duringthe process also contain that the monopolistic index with the illicit competition for information,the deceitful information,“the information isolated island”,the safety of system, the safety oflanding on of the administration relatives .how to resolve these problems and how to makelaws for their standardization are the urgent things to think and resolve.This article research on the series of problems above-mentioned, and making Suggestionsthat our laws must define the legal power of administrative corpus , the scope, the procedureand responsibility of the public administration by electronic government affairs clearly ,and setup the monitoring system of electronic government and perfect the resolve system for publicdispute. We hope that we will make special law for the public administration by electronicgovernment affairs and perfect the system, and carry out the right to know and the right toconrol better. This article through the three parts of the public administration by electronic government affairs are discussed in this paper,the first part mainly discusses the general theoryand features of the public administration by electronic government affairs,the second partmainly discusses existence question and the reason,the third part mainly discusses thelegislation of the public administration by electronic government affairs.
