| The theory of risk society not only focuses the attention of the whole world, but also gives the alarm to our country's development. Presently, our country is being in the reforming time. As many countries in the world, China's present reform is an initiative social reform, but China's reform is not only facing the challenge of globalization, but also facing the challenge of the transition from the planned economy to the market economy. In this process, our society has multiple risks, not only has traditional social risks the individual faces, like disease, retirement, unemployment and so on, and also has the social risk which the new globalization creates, like labor market of globalization, infectious diseases and climatic changes and so on, as well as many kinds of contradictories in the reforming time. It is difficult to face to the complex changeable situation and the government's validity is unable to solve them if we only depend on the government's strength. The government has to withstand the enormous responsibility and the government's own validity faced with a huge risk. At the same time, the theory of risk society also tells us, the government itself has"the organized irresponsibleness", it is radically insufficient just depends upon the government's own determination. Therefore, how to change the present situation of the insufficient validity of the government, how to make the government solve the risk in the risk society better are become the crucial questions which this article try to solve.After the research of the risk society and governance theory, used ways of history analysis, system analysis, comparative analysis as well as value analysis and so on, accepted the domestic and foreign related experiences and there search results, We find that, the public affairs is extremely complex and fill with determinism, the government only has limited rationality, the government's governance ability are limited. Government needs the cooperation and assistance from the market and the third department's in many questions. Government merely is a method which we may choose in the process of seeking answers for the social questions and the public affairs, but it is not the universally applicable method. The theory of governance changed the boundary of each kind of nature, filled the vacancy of relates between the country and the society, and also opened the new prospect. Many kinds of departments including the government, market and the third department participate the governance process, undertake the responsibilities of providing public goods together. The country shifts its responsibilities which undertake itself before to the citizen society, and the latter undertakes more and more governance responsibilities. This is a kind of deregulate, and also is a kind of burden reducing. What is more essential, the government can centralize resources and to solve the key questions.Therefore, we may draw the conclusion, in the current risk society, the effective governance of the government depend on using the instruction of the governance theory and transforming the role of government, make the government extricates from the economy's artificial impetus and the only producer of the public goods or services, and become the inspector, promoter, collaborator and guider. At the same time, develop the non-profits organization and the intermediary organization, and make them have the qualifications and abilities to establish the partner relation with the government. Therefore, the most important thing of the government governance is to establish and perfect the social intermediary organizations, search the effective way to cooperate with the intermediary organization. At the same time, in order to create a good environment for the intermediary organization to plays its role, the government must strengthen its own construction, perfect the regulations, and enhance the handling ability after the crisis to guarantee the effective implementation of the government's governance.
