The Social Basis And Institutions Construction Of The Deliberative Democracy With Chinese Characteristics

Under the socialist market-oriented economy condition, the society becomes multi-formity, the circumstance of public policy decision is more complex than before, the legitimacy and reasonableness of public policy meet the challenges from politics, technology and the publics. As the latest development of the paradigm of democracy, Deliberative Democracy is paid a close attention by both academic circle and political circle, because it can well meet the requirements of the developing socialist market-oriented economy, building socialist political civilization, constructing socialist harmonious society, attributed to its characteristics of multi-formity, legitimacy, accountability and publicity, which take a great advantage to concentrate public wills and interests. In order to find a new way-out to construct socialist harmonious society, this paper critically takes in the achievements of deliberative democracy of western countries both in theory and practice, analyses the relative revelation to China's political development, points out the advantages and difficulties of deliberative democracy construction in China, also gives some corresponding suggestions by making normative and experimental analysis on the social basis and institutions arrangements of Deliberative Democracy with Chinese Characteristics in the views of Chinese political and cultural traditions, contemporary national conditions and detailed political institutions. Taking the method of fundamentals and the method of tools as its research methodology, also taking the theories of human nature and systematic nature as clue, this paper does research in the following five parts: Part 1, the cause, meaning and current study situation; Part 2, fundamental theory, the basis of theory, the background of its history and development, practice in western countries and the relative revelation to China's political development; Part 3 & Part 4: the necessities and possibilities of constructing deliberative democracy in China, and relative social basis and institutions environment; Part 5, conclusion.The innovations are embodied both in methodology and viewpoint. In methodology, this paper firstly proposes the method of fundamentals and the method of tools. In viewpoint, there are five innovations: Completing the fundamental theories; In the macro political perspectives, analyzing deliberative democracy in the view of socialist harmonious society construction, in the detailed institutions, studying deliberative democracy in three parts-root deliberative democracy, dual democratization of political state and civil society, democracy of bureaucratic decision; Studying the mechanism of deliberative democracy construction in China in two parts: the mechanism in bureaucrat and the mutual mechanism between political state and civil society; Digging the local resources to make deliberative democracy more stable and more adaptable to Chinese political and cultural traditions, contemporary national conditions; Researching deliberative democracy on the established institutions of CPC's Democracy, People's Democracy and Inter-party Democracy.The weakness of this paper is lack of enough consideration on the detailed institutions construction, and also lack of quantitative evidence research because of no fund to support.
