Research On The Theory And Practice Of Deliberative Democracy With Chinese Characteristics

In this paper,Chinese characteristic deliberative democracy theory and practice is the research object.The author believes that deliberative democracy with Chinese characteristics has three aspects of theoretical source.First,the deliberative democracy with Chinese characteristics originates from the basic theory of Marx doctrine;second,some features in the Western Deliberative Democracy,such like neutralization,harmonious,deliberating and so on,is similar with our traditional culture.At last,deliberative democracy with Chinese characteristics draws on the beneficial factors of Western deliberative democracy.we must be aware that the deliberative democracy with Chinese characteristics as a deliberative democracy,have commonness with Western deliberative democracy;on the other hand,is more important,we must base in our country,considering to the actual conditions in China.Deliberative democracy in our country is the deliberative democracy with Chinese characteristics,it is rooted in the soil of China,with its history,culture and reality closely,in our country from the macro to the micro,from the central to local have rich practice,deliberative democracy has become the important content of China’s socialist democratic politics.Since the Eighteenth National Congress of the CPC to the Third Plenary Session of the 18 th Central Committee of the CPC,our party has proposed to developing Socialist deliberative democracy.Socialist deliberative democracy is a very important part of people’s democracy,and it is the peculiar form and Unique advantage of Chinese democracy.We should seven forms of Deliberative Democracy,incloulding Party consultation,the National People’s Congress consultation,government consultation,CPPCC consultation,People’s organization consultation,grassroots consultation and social organization negotiation.In the path of the development of deliberative democracy,China has just started,the theoretical construction is also relatively weak.This paper hopes to do some work in this area,and summarizes the basic connotation and institutional arrangement of Chinese characteristic deliberative democracy,and clarifies its political advantage.In practice,our party has accumulated considerable experience in the revolution and the construction of the building.Now,China face on lots of problems,such as social transformation,numerous interests subjects and complex contradiction.How to make the people be in power and how to coordination contradictions of different interests subjects? we need that the Deliberative Democracy give us an answer.We must be aware of these things while developing deliberative democracy in China.First,there must be some general character in deliberative democracy between the west and China.But more important,we shall consider the reality in China.Our deliberative democracy is Deliberative democracy with Chinese characteristics.It is from China and closely combined with our history,culture and reality.It has been a part of Chinese democratic politics and its biggest feature is socialism.The official attitude has greatly promote the development of deliberative democracy.But the author think that Socialist deliberative democracy has ont matured.There are still many problems ang obstacles.We must do a lot to overcome difficulties.We are in the time of building a well off society in an all round way and building a socialist harmonious society.Also there are still some difficulties,the best time of socialist deliberative are coming with the strongest supporting of the Party and the government.
