New countryside public policy should persist on the development balance between efficiency and equity, letting equity outstanding; through adjusting between efficiency and equity, hold the tilt degree of public policy, making policy located in the value district always. The mechanism of new countryside public policy is to develop the policy direction function adequately and assure peasants' host position, therefore putting industry feeding agriculture and city feeding countryside into practice. New countryside public policy needs to break through the predicament, dealing well with the relation between support and independence, and insisting on self-consciousness, self-decision, self-moving, self-help and self- innovation.There are not fixed modes in new countryside construction, and the important and difficult points lie in how to steady develop new countryside construction in poor rural region far away from city.
