The Establishment Of The Long-term System Of Local Government Performance Evaluation

Government performance management is one of the hotspots of reform and development about public administration. For our country, along with political setup reform of gradually thorough, the government's working talent is adjusted deeply. Management of government to many public affairs, start being turned into an indirect management by the direct management, an abdication system is formed, and the people pay more attention to government's performance. Especially in 21^st century, as China entering into "WTO" and the global economy integrative development, the people imperiously need the government to enhance its performance to adapt the new challenges and opportunities brought by "Globalization". Performance evaluation was introduced into China and put into practice in 1990^th. However, in theory and in practice, we haven't enough time to develop it, and the experience and achievement are not abundant, and remains many problems. So It is very important for our political reform and adaptation to globalization to enhance the theory research and practice of government performance evaluation.Local governments have important functions in our administration system, what to undertake is the concrete, is also the most complicated working talent. The performance of local governments closely relates to the political and social stability of an area even the whole country. As their particularities, local governments' performance evaluation has some characters of itself, so there is no valid everywhere theory. For the localization in the development of our performance evaluation, local governments have many problems to settle about theory,system,technology, and method, and the achievement is not abundant, How to solve the problems, to establish a local government performance evaluation system directed by scientific and evolutive notion is a great project for nowadays.This paper starts from the concept of performance evaluation, saw about some examples of local governments' performance evaluation of China, analyzed the problems based on foreign advanced experience. In allusion to these problems, this paper got deep into the lay of the system, and put forward clear solutions, drawing lessons from above work, construct a clear, standard and long-term mode of performance evaluation.
