China is the most populous and the most elderly populous country in the world. As theaging of our population aggravates, the government and the academic world areplacing greater importance on long-term care problems, on which ‘One child policy’and urbanization have strong influences, in our country. Apparently, Traditionalfamily nursing and inadequate commercial care insurance could not meet demands ofelderly people, especially with economic difficulties. However, mostly the erection ofa social system is predominated by the government in China, urging National People’sCongress makes laws of long-term care insurance(LTCI) in order to incorporate it intothe social insurance system. Furthermore, the government is supposed to speed up theconstruction of each and every rules of LTCI, ensuring the implementation justly andefficiently, hopefully making a comfort life for our senior citizens.In this paper, I made comparative study and analyzed qualitatively on the conceptionand basic principles of LTCI, and summarized the basic components of LTCI. In thesecond section, I briefly introduced LTCI systems of the US, Germany, and Japan,hopefully affording China useful experiences in the construction of LTCI system. Inthe last section, I expounded my idea of semi-marketing functioning of LTCI inaccording to government responsibility. Particularly, I illustrated on the aspects ofgovernment responsibility of supporting policies, constructional rules and regulations,etc. Yet, there are several issues in the LTCI system that are supposed to be resolvedby social organizations or commercialization in order to make it a fair as well as aefficient one. Hopefully, my research could have some value on the transformation ofgovernment functions and the achievement of a service-oriented government in ourcountry.
