The modern civil service originated in Britain. The system has nowadays reached its maturity after more than a century's development and perfection when several reforms on the system assist to achieve that. Now there are a huge number of civil servants in Britain ensuring the smooth running of the public administration, and it could even lead to the deduction that the administrative system would paralyze provided there lacks the cooperation of the civil servants.Evidences like these have indicated that the civil servants are the second near to the extreme power in public administration and their role and work are never off the effect of the policy-making procedure and the possibility of corruption marching. Some of the senior civil servants even possess the ability beyond their leading ministers, the absolute power of whom seems to result in absolute corruption. However, according to the survey of the probity level by the Transparent International in 2005, civil servants in Britain ranked top 11 among 108 countries around the world. And the British government has benefited a lot from the integrity and effectiveness of the civil service management in the market economy surroundings.This thesis endeavors in the overall analysis and discussion of the achievements of the integral management system on its operational level based on related political theories and literature. From the historical review to the present integrity, the thesis elaborates from the perspective of management within the administrative system, from the other two branches of the political system and from civil service union, pressure groups etc. to assist with the argumentation.Management within the administrative system mainly discusses the regulations on the civil servants, ministerial management in respective departments, the methods and effect on the management while the analysis of the management from the other two political branches, namely the legal and judicial rests on the functions of the parliament questioning and judicial review; the civil service union, pressure groups and mass media also make contributions to the supervision on the civil service system. Then the conclusion could be drawn that the virtue of probity the British civil servants bear in modern times rely on the comparatively integral and advanced management system.
