The Level Of Social Security's Comprehensive Measure And Evaluation

The practice of the social security has proved that the social security not only could ensure the entire citizen's basic life but also could improve the development of all kinds of social undertakings, and ensured the stable society, the long-term stable and safe country and the orderly development of the market economic. It plays a more and more important role in maintaining the relative firmness of social income's distribution, soothing the social contradiction and coordinating the social relations.This paper first starts with the construction of the social security quota system, according to the present social security quota's current situation and existent problems, complements some deficient quota which means complements social security's surveillance and audit work and the quota of the social security control work organization's aspect of disposition and movement condition and so on, which all are 15 the third grade quotas, 90 the fourth grade quotas, it makes the quota system more prefect. At the same time, it divides the whole quota system into four levels according the difference of the content, including one the first grade quotas, 4the second grades quotas, 51 the third grade quotas, 220 the fourth grade quotas, its gradation is more explicit. Then according to the principle of selecting the evaluation quota selects 15 evaluation quota, according to the feature of the social security phenomenon selects the main component analysis method as the measure method of the social security. Next, using the main component analysis method to our country's 31 provinces and autonomous regions'social security level in 2007 analyses empirically, though getting the sum of the main composition gets the comprehensive evaluation quota, and according to its size orders the every area's social security level. At last, according to the order analyses the reasons of each area's social security level's high and low, and proposes the countermeasures should be taken, which has a certain experience significance in evaluating social security system for each region and government department, finding the problems of the system and proposing the improvable measures directly.
