Through years of development, China's E-government construction has achieved significant results, the center and local government departments have established their own respective application systems. However, for the lack of a uniform standards and macroeconomic coordination, the E-government construction is in a state of "bottom-up process of establishment". So when faced with government affair integration requirements like "one-stop" services, as for the lack of uniform standards and authorization model, the organizations can not communicate with each other, the business information belonging to the organizations can not be used safely and effectively, which lead to the problems like widespread mutual independence of E-government systems, difficult to communicate and interoperate between systems. There are a large number of "Two-tier Skin" and "Out Cycle" phenomenon, which make it difficult to complete the complex government affairs that need cross-organizational affair integration.For resolving the above problems, firstly, from the requirements of E-government affair integration and the problems E-government affair integration faced with nowadays, this paper starts with the most fundamental issues, namely at the organizational level integration to make the business unit attached to the organizations can communicate with each other and get other organization's authorization definition. Then this paper does an in-depth study on the relationship of the key parts of affair integration (including organization structure, authorization model and system integration), and designs an overall framework of government affair integration model based on organization authorization. Secondly, in the chapter of organization model design, after analyzing the characteristics of organization structure under E-government, this paper promotes organization meta-model, inter-organizational interactive standards and distributed organization model. Based on the basis of designed organization model and requirement analysis of authorization model for E-government affair integration, this paper designs an authorization language, and promotes the inner-organizational authorization model and inter-organizational authorization model. Thirdly, based on the models mentioned above, using the technique of Web Services, this paper designs a E-government affair integration model, which encapsulates the E-government organization structure information, authorization mechanism and legacy systems into Web Services and published these services out. This paper adopts the BPEL4WS to design the business process integration. At last, this paper puts the models above into practical E-government administrative permission projects, and gives a government inter-organizational affair integration case on the business licenses handling process.The E-government affair integration model proposed by this paper, stresses the importance of organization structure and authorization management during the process of affair integration. These models resolve the problems of E-government affair integration. Besides, based on Web Services technology, this paper makes a real system using the proposed models, which validates the correctness and feasibility of these models. The above research results are obtained by analysis, extraction, and abstraction through a lot of research work based on practical E-government construction. It will give a useful theoretical and practical reference to E-government affair integration.
