In today's unpredictable social environment, the development of the third sector is evolving trends in the global society. The development of the third sector and global government has maintained close relations, the emergence and development of the third sector due to the government failure and the market failures. It is the third power to resolve the social problem that the government and the market can't resolve, Meanwhile, the third sector in foreign countries (paper cited Britain, U.S.A and Indonesia) and the development of relations between the government and played a reference to the reform of our government. For many years, we have done a lot of work for government reform, and achieved remarkable results. However, there are still a lot of problems: the government and its departments are still not in management; unable to manage a bad thing; Market regulation and social management system is not perfect and public services are relatively weak. These issues affect the fundamental role of the market in allocating resources into full play and affect the government to perform their normal functions.
