As the socialist market economy processing, China's reform appears to be multi-level and multi-angle social transition. During such a complex and ever-changing period, civil servants bear specific responsibility because of their specific occupation.They must play different roles among organization, families and communities, and each role has a series of responsibilities and obligations which include private interests. When contradiction happen between the public benefits and private interests, responsibilities and obligations, civil servants should face with a series of conflict between public and private benefits ,to unpredictability of the policy, between loyalty to people and to the organization, between maintaining individual personality and realization to personal political ideals ,between the obedience to the law and to their superiors. It appears to be particularly important to how to solve these conflicts to enhance administrative efficiency, and to safeguard public interest and optimize the development environment to speed up the all-round economic and social development.This paper tries to propose solutions to roles confliction of civil servants after defining concept of role conflict and role conflict and analyzing the causes for administrative. This paper also analyzes the national administration in the past and today with introducing nowadays advanced theories and experience in such field. It tries to provide a new vision and resolution to China's reform in administration.
