The public sector is the general well-being of a system which provides public goods and public services and pursuits the public interests. Public sector human resources is the core strength to achieve organizational goals .According to human resources management theory, human resources management has four basic objectives: to attract, retain, motivate, develop. Motivation is the core purpose. In the management of the organization, to truly make continuing motivation to play a role, we must create motivational mechanism because China's public sector exists low-defeated phenomenon in the operation.In this paper,in contact with the actual operation and motivational structure of the human resource motivational mechanism in China's public sector, public choice theory, the law of diminishing marginal utility and the human capital theory etc, from the process and structure of the motivational mechanism , I analyse the questions and improvement measures which exists in China's public sector human resource motivational mechanisms . Motivational mechanism and personal interests must close relationship .We should improve China's public sector motivational procedures and measures , establishing structural integrity of the system of motivation so that the public sector human resources can be effectively motivated, and China's public sector will truly become the efficient organization which represents the fundamental interests of the majority of the people .
