China's reform and opening up and economic development can not be separated from the support of the public sector,but the service attitude is poor and the work efficiency is low.It is also a problem in many public sectors,which are urgently needed to be solved.Our country's economy has entered a new period of development.Our government has changed from the traditional government to the clean government and the service-oriented government.The human resource management in the public sector of our country has also changed,which is transformed into the innovation and perfection of the incentive mechanism as the core of the human resource management of the public sector in the new period.Compared with the western developed countries,the management of human resource incentive mechanism in the public sector of our country is still rather imperfect and still belongs to a new field of research.Therefore,in the study of the public sector of our country,the incentive mechanism of human resource management as the research focus can effectively enhance the administrative enthusiasm of the civil servants.Realizing the public interest of the whole society has important theoretical and practical significance.On the basis of the concept and basic theory of human resource incentive in the public sector,the paper makes the human resource incentive mechanism in the H Department of Qinzhou as the main research object,and distributes and fill out the questionnaire.Through the practice survey and data analysis,the paper summarizes and affirms the incentive mechanism of human resources in the H Department of Qinzhou,and points out the existing problems in the incentive mechanism of human resource management in the H sector,including the failure of the incentive mechanism in the public sector to set up reasonable remuneration,promotion lack of competition,and no scientific performance evaluation mechanism.The paper analyzes the reasons for the problems in the incentive mechanism of human resource management in the H department by combining the macro level of the national civil service system with the actual level of the H department in the city of Qinzhou.Finally,it putsforward some innovative suggestions from the aspects of selection and appointment,performance assessment,scientific training and so on,so as to improve the human resources management of the public sector and optimize the incentive mechanism.On the choice of research methods,the literature research method is used.The existing literature is summarized,and valuable arguments are found out,so as to perfect the thesis.Secondly,we also use the comparative analysis method to compare the incentive mechanism of the European and American countries to the civil servants and our country.At the same time,we also pay attention to the actual situation,introduce the example law,and point out that there is no sound laws and regulations related to the salary of civil servants in our country,and in this point,the foreign countries are obviously in front of our country,and others are in front of the country.Some of the relevant details are also given an example.
