With the rapid development of the global economic integration process,human resources have become the “first resource”,and the overall quality of human resources is of the utmost importance.In particular,human resources of the public sector of the government plays an important role in economic and social development.Over the years,although China's personnel management system has achieved great results,it has also exposed problems and deficiencies in personnel recruitment,training management,performance assessment and incentive measures.Therefore,with the introduction of human resource management theory,the overall improvement of human resources management in the public sector has become an important way for the effective advancement of the government's personnel system reform.The paper takes the human resources of the Beidaihe New District public sector as the research object,takes the human resources related theory as the guide,adopts literature research and empirical research methods,comprehensively analyzes the problems and causes of the human resources management in the public sector in the Beidaihe New District,and proposes Beidaihe New District according to the actual situation.The public sector human resources reform design plans and initiatives have provided an overall introduction to the organizational status,personnel structure,reward performance,education and training of the human resources management in the public sector in Beidaihe New District,and analyzed the human resources in the public sector in Beidaihe New District in light of the actual situation.There are many problems in the establishment of resource management,such as unclear institutional functions,and differences in identity treatment.Focusing on the overall thinking of human resources,specific measures,and measures for safeguarding,the Beidaihe New District public-sector human resources management reform design plan was put forward,and feasible management reform proposals and countermeasures were put forward.Through the study of the human resources management reform in the public sector in Beidaihe New District,the paper can provide reference for the reform of the human resources management in the public sectorof the government and has certain theoretical value and practical guidance significance.
