Now in the period of transformation of our government, the public sector made efforts to the construction of a service-oriented government. With the constant improvement of public sector personnel management system,innovative and flexible employment system and human resource management system application in the sector reform. This requires our public sector related to human resource transformed to functions of the management, the transition of the function laid the basis for study of human resource outsourcing in China. In addition, the development of human resources outsourcing has an important significance. Human resources outsourcing management research as an indispensable basic theory research, which is a solid theoretical foundation of Path of China's public sector reform. He helped us find a new development direction in the reform and transformation. At the same time, it also helps the Chinese government for the construction of the core competitiveness, and it Is good for our country to establish their own advantage in international affairs.The article mainly talks about the basic theory of the public sector human resources outsourcing. Analysis of the necessity of the human resources outsourcing. Through parts of the practice instance of our country,we can find the development of human resources outsourcing in China,and then analyzes the challenges and problems that our government facing now. Such as lack of macro-control, the backward of mechanism and ideas, the lack of early warning mechanism and supervision and so on. And then, we can solve the problems on the basis of the analysis of the countermeasures. Starting from the macroeconomic regulation and control, public sector actively makes scientific planning and makes effective functional transition to adapt to the development of outsourcing.
