Research On A Responsible Government In Harmonious Society

With the progress and development of human society, the social problems and public needs we have confronted are becoming more and more; therefore, the responsibility our government has to take is getting heavier and heavier. It's the common requirement of all countries in the world to establish a responsible and competent government. Since 1980s, our government has been concentrating its efforts on economic construction and has made tremendous achievements that enjoy worldwide attention. Recently, however, the conflicts of interest in the society has also appeared, such as , the awaiting protection of the interest of the underprivileged and disadvantaged group; polarization and social contradictions at different degree threatening the social development as well as disturbing social stability; the contradiction between the publics' increasing demand for common products and the lack of common products supplied by the government and so on. To avoid the possible social economic problems and consolidate the results of the reform and opening-up, it was put forward to build socialist harmonious society in at the Fourth Plenary Session of the Sixteenth Central Committee of the Party. To build harmonious society is to implement and embody the world outlook of scientific development. In view of the experience of the developed countries, the conflicts of interest among different social groups become not only greater in number but also more complicated in the course of a country's evolution into modern society from the ancient one. To solve these conflicts, an honest and faithful, efficient and responsible government is badly needed.As a tower of strength in governmental administration and development of public service, the government predominates the main direction of the political development of the country and holds the economic artery of social development. Therefore, bad or well governmental administration and development directly connects the developing situation of an area ,and even of the whole country. While China has entered a crucial development stage of building a well-off society in an all-round way, the development of culture, economy and politics must be carried out in an orderly way under the macro-guidance of the government. To some extent, whether the overall concept to build a harmonious society can be realized depends on how much the government has done its part. Our country has been given too much emphasis to the development of the governmental responsibility and ability. Though it has already made great progress, for it is a major strategic task to build a socialist harmonious society , compared with the above requirement, our responsible government still has a long distance to go. By means of combining theory with practice, the writer of the thesis endeavors to do a research on the development of our government's responsibility and ability in a socialist harmonious society with expectation of enlightenment to the modernization of our governmental administration.The thesis is divided into four parts: summarization of a responsible government; a responsible government—requirement of building a harmonious society; the present situation and existing problems of our government and contemplation on the measures taken to improve the construction of a responsible government and to build a harmonious society. Part one introduces the origin of a responsible government and its connotation, and analyzes the significance of establishing a responsible government. Then, part two elaborates why a harmonious society must be built and its requirement to the government, and puts forward the idea that a responsible government is needed in building a harmonious society. Part three discusses the present situation and five existing problems of our government: the coexistence of old and new system affects the construction of our governmental responsibility system; indifferent legal sense resulted from our imperfect governmental responsibility system; the channel of communication between our government and the society isn't so smooth; the lag of the transformation of the government functions weakens and reduces the responsibility of the government; there is a considerable gap between the development of the governmental responsibility and the building of a harmonious society.; Part four illustrates that three steps can be taken to improve the construction of a responsible government and to build a harmonious society: improving the principles set for a responsible government to take responsibility for its people; improving the responsibility mechanism of a responsible government; improving the construction of a responsible government in our country.
