A Research On Responsible Government And Its Construction Of China

The concept of responsible government has a long history. By a modern government should have the rule by law, democracy, service, honest and high-performance characteristics. These characteristics only to be reflected in the responsible Government. The so-called responsible government, that is, to voters that the Government must carry out its governmental functions, and to bear the Constitutional responsibility. At present, the size of governments around the world have greatly expanded, bloated administration agencies and expansion of executive power. How the management of the Government itself, is an urgent need to address the problem. This is the reasons to select the responsible government for the study. To achieve government's ability, not only are the requirements of the rule by law, the rule of virtue and the rule of democracy, but also the selection of improving credibility of the government. At present, our country is going through a transitional period, faced with the new issues and challenges coming from the international and domestic. Although the government's reform and construction have made the grade, the government itself still exist some problems: the functions construction lagged behind, responsibility confused, inefficiency and abuse of power and so on. This is because the system is not perfect, and responsibility not be supervised. As China's market economy continues to improve, the reform of politic to promote, and public democracy and consciousness of the rule by law to awaken, the public expectations of the responsible government more and more. To set up responsible government has become the goal of administrative reform of China.At present, to study the responsible government often carry out from tjhe responsibility of the Cabinet, the administration ethics and the rule by law. The author explores the responsible government from internal construction of the government. As China's market economic system continuously improved, the original system of administration should not comply with the objective needs of economic development. Although we have conducted five major restructuring, so that expansion of the administration body has been to alleviate, cross-function between the various departments and many levels are still important factor in the block. The "17^th Government Report" put forward the reform of the Super-Ministry System in 2007. The aim is transforming the functions of government and changing the phenomenon of inefficient and shift responsibility. The experiences of western countries give our government some enlighten. However, as the different national conditions, we can not copy the experience of Western countries, and we should follow a suitable path. Therefore, to explore the responsible government construction of our country in visual of the reform of Super- Ministry System in this article.The thesis is divided into four parts:PartⅠ: Preface. Including the background, the value of research and the study method.PartⅡ: the basic theory of responsible government. At first, this chapter analysis the basic concept—"responsibility","government responsibility" and "the type of responsible government". The second, explain the logic of the government's responsibility from the perspective of different theories and provide theoretical guidance for the establishment of responsible government.PartⅢ: The reform of Super-Ministry System and building a responsible government. At first author reviewed the reform of administration process in China and identify the problem of administration. The second, explained the reform of Super-Ministry System deepen the reform of administration. And the third, combined with the practice of the West to explore the construction of responsible government of China.PartⅣ: The path of selection on responsible government of China. This chapter is a key part of the article. Author design the responsible system and try to explore the framework responsible government of China.
