Study Of Rural Grass-root Party Construction Under The New Rural Sight

The issues of agriculture,rural areas,and farmers are the ballast stones which affect Chinese economic sociaty development.It's the priority of the priorities to solve the issues of agriculture,rural areas,and farmers.Therefore,the construction of socialism new countryside has been a major strategic task for the Party Central Committee(PCC)to solve the problems in new historical period.The rural grass-roots party organization is the core of leadership of our party in all work of countryside.It's also the important guarantee to lead the construction of socialism new countryside and realizing the comprehensive construction well-off society.But along with the further advance of rural economic system reform,the democracy at the grassroots level which owns villager autonomy as the main content has continuous development.The function of village party committees in some prefectures is beginning to be weakened,falsified,even marginalized.It is an important topic of theory study of party building in the new period about how to play a leading role as the core for the rural grassroots party organizations in new rural construction,and to make them as strong fighting bastions of our party.Thereby,it will consolidate the party's ruling foundation.The present paper was guided by the principle of Marxist theory,adheres to the research train of thought of linking theory with practice.It adopted literature research method,social investigation method,empirical analysis method to carry on in-depth thinking about the problems of the construction of rural grass-roots party organizations which constructed in the horizon of building new socialist countryside.In the basis of comprehensively and systematically combing grass-roots party building theory of Marxism,it has studied the function and role of rural grassroots party organizations in building new socialist countryside.In addition,the present writer has chosen a rural grassroots party organization case for empirical research.The present paper has analyzed the common problems in construction of grass-root party organizations,and put forward specific corresponding countermeasures and suggestions which enhanced the practical significance of this topic research.The present paper has been divided into five parts:The first part is the introduction.It mainly narrated the background and significance of the research,and the research status at home and abroad,theory study methods and innovation.The second part mainly wrote the thought of grass-roots party building theory of Marx and Engels,Lenin's grass-roots party building thought,and CCP people's thoughts about the construction of rural grassroots party organizations.This part is the basis of topic study,and offered theoretical support for writing this paper.The third part expounded the function and role of rural grassroots party organizations in building socialist new rural construction.Firstly it expounded the scientific connotation of building socialist new countryside in new period,pointing out the direction on what the role is that rural grassroots party organizations should play in building new socialist countryside.It also pointed out that the rural grass-roots party organizations are leaders,organizers and promoters of the socialism new rural construction.The fourth part is the analysis on the case of village of Bo Luochi town in Chaoyang city.Through questionnaires,telephone calls and visiting survey,it has analyzed the main achievements and the existing main problems of the grass-root party construction of Bo Luochi town in new rural construction,which is a foreshadowing for the fifth part as well.The fifth part is the core part of this paper that put forward some countermeasures and thinking against the common problems in the rural grassroots party organizations.Finally come to the conclusion,and it would make summary and prospects for the study.
