Based on a case study concerning Xiamen ethnic immigrants' adaptation to urban areas, this dissertation, in the perspectives of social control theory and public management, attempts to analyze the dilemmas and countermeasures of urban ethnic work in contemporary China, and then reconstruct a new mechanism on urban ethnic work of the new era.Since 1980s, with rapid population migration, a great number of ethnic minorities have rushed into Xiamen City. At present, there are altogether 45 ethnic minorities living and working in Xiamen, including 13,000 temporary ethnic residents. In recent years the number of ethnic minority immigrants has increased rapidly. Due to their "double identity", these immigrants encountered cultural shocks and economic conflicts in the process of modernization and urbanization when expressing their ethnic cultures, value systems, etc. It gave rise to some law- and-order issues, such as "social anomie" or "anti-social acts". "Social anomie" is a problem that the public administrations must face and solve, and is also a new project in rebuilding new management concept and mode of urban ethnic work.In the perspective of social issues, this thesis explicates the living situation and adaptation of ethnic minorities in Xiamen City (Chapter 1), interprets dilemmas during their adaptation (Chapter 2), analyzes the subtle relationship between Xiamen's urban ethnic work and ethnic minority immigrants management, reflects the traditional management pattern of urban ethnic work (Chapter 3), and finally reconstructs a new mechanism on urban ethnic work in the new era (Chapter 4). In conclusion, this thesis aims at providing an anthropological study of effective management on urban ethnic minority immigrants and successful social control of urban ethnic administrations.This thesis is of great significance and value. Academically, one of the studying trends of anthropology concerning ethnic minorities is shifted from the village to the city, which is the main subject of future urban study. Practically, because some urban public administration lack the experience of dealing with ethnic emergencies, these "anti-social acts" led by urban ethnic immigrants began to become the social issue. Therefore, some relevant study would directly provide timely references to our national ethnic policy adjustments.
