Achieving Social Equity Responsibility Of The Government

In 2006 World Development Report : Equity and Development,the World Bank uses equity as a major theme of the times, and advocates that The equity must be clearly considered when in determining development priorities: Public administration should be dedicated to provide more opportunities for people who are lack of resources,voices and abilities on the condition that there is no policy intervention.As China now is under the social background of economic restructuring and social transformation, various conflicts have been tense, social issues occur frequently, inequitable matters increase day by day, in such a context, it is of great practical significance for China to re-establish the concept of equity to build a harmonious society and responsible government. This paper attempts to begin with basic theories of social equity,analyze that the Chinese government should bear the responsibility of pvoviding theoretical basis and practial needs for achieving social equity, through analyzing the harms as well as reasons for the inequitable issues , the paper proves that achieving social equity is the responsibility of the responsible government. The full text is divided into four parts :In the first part,on the premise of grasping the connotations of social equity and based on the learning from western equity theories, the paper introduces idea that the responsibility of achieving social equity is to focus on the building of a social equity security system.The second part analyzes the necessity of our government as a socail equity promoter, from the two perspectives of theoretical basis and practical needs.The third part begins with the inequitable issues existed in present China, focus on analyzing the harms as well as reasons for the inequitable issues, and so that it could reflect the lack of government as a defender & promoter of social equity.The fourth part is the core of the full text, and it focus on the forming of government as a promoter of social equity,that is: the government should use equitable concept as a guide, help choose the way to promoting social equity,introduce the leading force of achieving social equity,and still the government should use the following ways to achive the socal equity,such as: conducting the multi-core governance system,the innovation & reformation of government management system,the introduction of the governmental tools.
