The realization of educational fairness is a historical and dynamic process.Education equity ranges from equal opportunities for admission to the requirements of equal quality of education in the education process to relative equality of educational outcomes.At present,due to the absence of the responsibility of local governments in the process of achieving educational equity,there are still problems in the education field,such as biased educational equity,inadequate local regulations and government regulations,poor implementation of educational equity policies,and education corruption.The responsibility of local government is based on the theory of responsible government.The responsible government is an ideal government form and the goal pursued by the reform of state government institutions.Combining educational equity with local government responsibility and conducting research on local government responsibility in educational equity,this paper establishes that local governments have four main responsibilities in promoting the realization of educational equity,namely,moral responsibility,legal responsibility,administrative responsibility,and political responsibility.At present,the academic research on education fairness and government responsibility mostly discusses the relationship between the two at the level of the central government.There is relatively little research on the responsibility of education fairness from the perspective of local government.As far as the surface concept of government responsibility is concerned,it is not deeply analyzed what kind of responsibility the local government really assumes.This paper first affirms the efforts of local governments in the three aspects of increasing education funding,more balanced teacher allocation,and fairer admissions system.Then starting with the lack of responsibility of the local government in promoting the realization of educational equity,through the analysis of the relevant empirical cases,drawing several conclusions that the local government has bias and deviation in the educational equityconcept.This is defined as the absence of the moral responsibility of the local government.The absence of the local government's legal responsibility is not only manifested in the positive legal responsibility and the negative legal responsibility,but also in the aspect of the lag in making local educational regulations and the imperfection of the legislative technology.The local government has the phenomenon of inconsistent power and responsibility in carrying out the educational fair policy,which is defined as the absence of the administrative responsibility of the local government in the educational fairness.And the corruption of local government education system is serious,which is defined as the absence of local government's political responsibility.Through a comparative analysis of the measures taken by local governments in the United States,Britain and Japan to promote equity in education,this paper summarizes the experiences suitable for our country,such as the compensatory system in the United States,the change in the relationship between the British government and schools,and the regular flow of teachers in Japan,etc.Finally,strengthening the responsibility of local governments in promoting education equity from four aspects: protect the right to education of migrant workers' children and rural groups,promote the formulation of local laws and regulations and government regulations on education equity,ensure the effective implementation of educational equity policy,and strengthen the supervision of educational corruption.
