Professional ethics of civil servants is the moral criterion and the behavior standard, which must be followed by the civil servants when they are in the exercise of public power, administering public affairs and providing public services. Civil servants'occupations have special importance as an offspring of social division of labor. Professional ethics of civil servants have the characteristics as follow: distinct political nature, a certain degree of mandatory, demonstration and accountability of their behaviors.Secondly, it is that we must take level-headed cognizance of the essentiality of the professional moral construction for civil servants. The fifth is sabotage of government officials. The sixth is the existence of officialdom potential rules.Thirdly, this paper has analyzed the causes of imbalance in the civil servant ethics and the professional ethics of civil servant: serving the people wholeheartedly, strictly keeping state secret, establishing a good image both inside and outside, clean and devoted, setting a good example of compliance with the national policies, laws and decrees, abstaining malfeasance or making self-profit by power.At last, this paper has presented the conceive for strengthening construction of civil servant ethics: strengthen the construction of professional ethics based on the situation of a country, as well as learning from the success of the international civil servant ethics-building measures. First of all, adhering to the correct direction of employment and improving a scientific mechanism for the selection and appointment. The second is creating a good business environment for civil servants. The third is improving the status of professional ethics education in the vocational training of civil servants. The fourth is speeding up the reform of public administration and further build a service-oriented government. Perfecting the tenure system and selecting and hiring system of China's civil servants, Strengthening the education and management mechanism for civil servants, advancing the level of the management of civil servants, enhancing the government quality, establishing the government quality management system, accelerating the pace of the construction of e-government, enhancing the government management level of modernization, carrying out the open system of government affair, constructing a Sunny government.In short, at the same time of all-round developing of building for socialist market economy, there will be a severiom challenge of carrying through the anti-corruption struggle in civil servants on the one hand, on the other hand there will be some new problems of creating a probity prevailing custom in civil servants. Because the market economy is a "double-edged sword", while playing the tremendous effects it is playing the naturally negative effects ,at the same time. The professional conduct norms and standards for civil servants are mainly embodied in the administrative laws and regulations, but it is must use the civil servant moral norms as a supplement. It is because the completeness of the law is always relative, and there may be some "gaps" and "omissions" in all of the legal system.
