Research On The Social Security Of The Disable Persons In China

Disable persons have most difficulty and problem in their life. The social welfare for them is not so good, either. The reason which appears these problems is mainly the condition which provides for the disable person isn't enough. The social security system does not give a firs priority to them, either. The country carried on twice national sample survey on disability in 1987 and 2006, which controlled the condition of population and social security of disable persons.This research takes the data of national sample survey on disability as foundation, and analyses the population and s changes of disable persons. It gives the innovational advice of social security system and a construction idea of e multi-layer social security system model. The methodology is combined with the data analysis and the qualitative analysis, and accessory case study on disable persons'social security system of Beijing. Main conclusions are as follows:The data analysis gives two main conclusions. Firstly, the population of disabled persons has taken place very much. The growth and population structure of disabled persons changed with the amount growth and the age structure of population and the change of standard of disability. Secondly, the condition of social security for disable persons is in low-level, lower overlay, unbalance, urban and rural difference and conflict of supply and demand.The qualitative analysis gives the advice to solve the problem of social security. At first, the present model of social security system has a characteristic of labor welfare, but the pure welfare is lowly situation in China. Second, how to construct the new applicable model of social security system is a main challenge for the government of China. The advice is to cultivate the social conception of disability, actualize the institutional design in social security system for disabled persons and mobilize the resources of government, social organizations and families, which is named"1-2-3"model of social security system for disabled persons.The research studies the social security of disable persons in Beijing and gives the evidence of innovation in conception, institution and organization. It demonstrates the advantage of innovation in the social security of disable persons.The research has some innovational opinions as follows. First, the population of disabled person is a realm that is little studied in demography. Second, the data is authoritative and enough to study for social security of .disable persons. Third, the qualitative analysis and the advice for social security system are authentic and progressive in new epoch. But, the shortages are in evidence.The study limits of data and environment make the lack of characterization of the real life of disability and the social supports from different channel, which is the future research needed to be continued. Of course, the future research is a horse of another colour.
