The Construction Of ASEAN "Security Community"

This article will make use of constructivism theory to study the practice process of the ASEAN Security Community.The constructivism theory recognizes that,international politics is determined not only by the material force, but also by the force of concept.Norms and agreeing are playing part in the international politics.Power politics is not the only way for the State to intervene in the international relations.It is an important component for the reality of international life to construct community together through positive interaction and socialization.In the Asia region, particularly in the regional order of the subregional Southeast Asia , the elements of acts and rules are playing a very important role.As an effective way for regional cooperation , ASEAN has been showing a positive gesture to definite the regional identity of Southeast Asian and develope the rules of collective action.The regional cooperation in Asia as well as in developing countries,ASEAN is the most successful and the most durable forms of organization.This paper summarizes highly the process of construction of Security Community of ASEAN in the past 40 years.Although there is a big gap between the practice of the ASEAN security community and the Security Community in the field of vision of theorists, ASEAN has found a path of development suited to them. ASEAN are also keeping advancing in the twists and turns.ASEAN has been exploring the successful road constantly to construct Security Community,it is playing an active role in the cooperation of East Asian.It is also striving to push regional cooperation of Southeast Asia and even the East Asian to a new stage of development.There are mainly three parts in this paper, The first part is about the "security community" in the vision of the international relations theory. The constructivism theory recognizes that, the construction of Security Community is the reliable way to beyond the Security Dilemma.It is the inevitable choice for the establishment of mutual trust and mutual benefit among countries, the ensurence of national security and the maintaince of lasting peace in international relations.In this paper, I make a detailed analysis of the theoretical viewpoints of Security Community of the schools of Carl ? John Deutch and Constructivist. At the same time, the theory of the two schools are compared in this paper. This paper highly affirmed the theoretical viewpoints of Security Community of Construction.In this paper,I analysis the assumed "three steps" of the formation process of the Security Community of constructivism,It provides the preconditions for the expositions of the practical process of ASEAN Security Community .The second part mainly analysis of the practice of "security community" of the ASEAN. According to the assumption of the "three steps"of constructivism theory and the process of achievement of peace that may depend on the changes expected, I combine the theory of "Security Community" with the practice of ASEAN, and summed up three stages of the practice of the ASEAN Security Community. First, the establishment of the organizational form that responds to environmental change——ASEAN. Secondly, The construction of collective identity and recognition——"Norms of ASEAN"and"Way of ASEAN".Thirdly, the construction of "peaceful change" can be expected——Forming conditions of "Security Community". The article have made a specific analysis of each process,it has showed to the readers that how the ASEAN transformate from the international system of Lockerbie-style to the international system of Kant.It has described the formation logic of the ASEAN Security Community .The third part predicts the future prospects of ASEAN "security community" , it has forecast the future of ASEAN Security Community.This paper affirmed that ASEAN has played a positive role in the region,and also affirmed that ASEAN will become a Security Community.It can be said that,the various advantage factors of ASEAN has provided conditions for the establishment of the ASEAN Security Community.But,from the requirements of the constituent elements of the community safety of theorists, there are still shortcomings and defects in the practice of ASEAN Security Community. The establishment of the ASEAN Security Community faces many challenges, to a certain extent, this determines the future prospects of ASEAN "security community".It can be said that, the establishment of the ASEAN Security Community will be a long-term process which is full of hope and challenges. At present, the countries of ASEAN are building the confidence has been shaken, at the same time ,ASEAN has firm ideas and courage to overcome the tremendous difficulties. The countries of ASEAN are working together to achieve the great goal of ASEAN Security Community.
