Study On Chinese E-Government Service System

In January 1999, the Government Internet Project was organized jointly by the information competent departments of more than 40 ministries in our country, which leaded a large scale popular movement for governmental information all over the country, and marked the government information to enter a new important development stage.During the development in the recent decades, the government departments got on the internet, set up the government website,developed their service system, constructed the e - government. However, the on-line governmental service obviously lags behind the government on the internet. Service is the starting point and standing point of the e - government construction. In the primary stage of the development for the e-government construction, the e-government simply promoted the government service, which made the modern information technology integrate to the service manner, used the information technology to develop the current service procedure and service manner. The e-government didn't primarily manifest the essence of the government service. As the economy grows and cultural levels rise, the simply promotion to the government service is dissatisfied with the diverse and individual requirement of the public, which makes the e-government develop in combination with the administration reformation and innovation of the government. And the complete e-government service system shall be set up. At present, either in the theory and practice, the research of the e-government service system in China is still in the exploration stage. The questions of the e-government service system, such as the basic character, general structure and network frame and business mode, and etc. are still not obvious, which not only decreases the construction speed of the e-government service system but also limits the promotion of the service function of the government in China. How to deeply research the e-government service system and its service process in China and to explore the questions and bring forward the reference settlement policy on the base of the practical administrative environment has the important practical significance for improving the service of the government.This paper is composed of four parts besides the introduction and the conclusion.â… The definition of the e-government service system Service is not only the essence of e-government but also the starting point and standing point of the e-government construction. As the new service mode for deeply development and application requirements of the e-government, the e-government service system is defined as a integrative service system for realizing the information sharing and coordinate office during the government departments and for providing one stop e-government administration service to the public on the base of the e-government construction platform of the country. The connotation of the e-government service system manifests the service function of the e-government service system in three aspects: to be divided into the service for public by the government, the service for enterprise by the government and the service for government by the government in accordance with the service object; to be divided into government e-business, government electronic stock, payment on line, electronic tax and electronic identify confirmation in accordance with the service content; to be divided into the WEB service, call and message service, self multimedia terminal service and"person to person"service of the information technology. At the same time, the four characters of the e-government service system are administrative character, technical character, development character and innovative character.â…¡The structural frame of the e-government service system The network subjunctive structure formed in the government departments under the e-government mode had broken the function organization mode. The e-government service system has formed tridimensional and diverse flexible structure frame on the base of subjunctive combination of the government departments.In accordance with the four characters of the e-government service system, in combination with the administrative environment in our country, this part analyses the structure frame of the e-government service system in four aspects.First, the general structure of the e-government service system is an understanding formed in the macroscopic view for the e-government service system.Second, the content frame of the e-government service system manifests the service output formed by the two platforms of the e-government service system based on the service objects.Third, the network frame of e-government service system is based on in-and-out network of the government, which is divided into the foreground service website for providing services and interacting by the public and background office website for realizing the recourses sharing and coordinate office during the government departments.Fourth, the business mode of the e-government service system. It analyses the business mode of the e-government service system with the relationship of the public-service platform-government departments in accordance with the difference between the business modes of the traditional government administration service system and the e-government service system.â…¢The questions of the e-government service systemThere are some questions during the construction of the e-government service system in our country.First, from a general standpoint, the standards of the function location, chose and construction for the e-government service system are not unified. Second, from the service content standpoint the discrepancies are serious between the service content of e-government service system and the requirements of the public.Third, from the technical realization standpoint, the government administration wasn't integrated with the technology organically. The technology became the tool for consolidating the current flow. The unified recourses sharing platform and coordinate office platform were not set up. Fourth, the office coordinate capability and unified integration mechanism of system flow are lack.â…£To perfect the operation policy for the e-government service system The construction of the e-government service system in China is still in the exploration stage. In accordance with the questions during the construction of the e-government service system, to explore the correct operation policy has the important significance for developing the e-government service system in China.First, to enforce the standardization construction of the e-government service system, to realize the synchronized population for the e-government service system;Second,to adjust the integration for the public service, and to advance the whole service capability;Third, to enforce the integrated course for the technology application and service extension;Fourth,to reconstruct the government administration process and to build the uniform coordinate office platform.
