The civil service system is a general form of the modern administrative system of government's personnel management. Chinese Government began the reform of personnel management until 1993. To the western developed countries, the implementing effect of civil service system of our country is still unsatisfactory. It has already shown the frame of modern civil service system basically in China. But the system hasn't formed a complete set. The civil servants' enthusiasm and the efficiency of the government need be improved.The staff in the department of science and technology in D police are both civil servant and knowledge personnel. As a group of personnel who seek acting on their own ideas and individuality and creativity and diversify, the knowledge personnel are important for the developing of police technology performance. It is essential to research on motivation tactics of the knowledge personnel for raising work efficiency, improving management and enhancing the capability of department of science and technology in police.The paper includes six parts. The first part is introduction which introduces the background, goal, sense and methods of research; the second part introduces the incentive theory of western countries and the meaning for perfecting incentive mechanism of civil servant incentive theory of western countries, and compares the civil incentive mechanism of different countries according to the examination mechanism, salary mechanism and promotion mechanism, and summarizes their successful experience and shortages; the third part shows the current situation of department of science and technology briefly and the existing motivation system. The fourth part is to analysis the reason for the false of the existing motivation. Based on the power and resource of the department, the fifth part puts forward a series of strategies for the department of science and technology in police.
