Study On The Relation Between The Development Of The Third Sector And China's Reform Of Government

If the government is regarded as the first social sector, and the profit-making organizations in the market as the second sector, the third sector refers to the nonprofit-making social organizations, which are between government and market and devoted to the activities of public service. The development of the third sector is an important current of the modern society. China has witnessed the rapid development of the third sector, however, there are some problems, mainly including: inadequacy in the scale and capacity of the organizations, legal system, social support, cultural and economic strengths. A low level of independence, shortage in charity and the disorderly management system are the major attributive reasons. There is room for development in polices and regulations. Some problems exist in China's reform of government: The government reform lags far behind of the economic reform; the government has too many functions, and the legality in administration is inadequate, etc. Now in a dilemma and a malicious circulation, our reform of government is a long and complicated cause.The development of the third sector is interdependent and inter-restricting with the reform of government. The favorable interaction between the rapid development of the third sector and the global reform of government is of great importance to the development of the third sector and the reform of government. The development of the third sector is conducive to the reform of government, which meanwhile deeply influences and explores possibilities for the third sector. Favorable as well as malicious interactions exist. Accordingly, the development of the third sector must be promoted, government's support needs to be enhanced, and the conditions of laws and polices should be improved. The cooperation between government and the third sector needs to be strengthened, so do the intensity of government reform, and the capacity of the third sector. The innovation of government reform should be facilitated to be realized, and"a favorable partnership"is supposed to be established.
