With the extensive implement of Chinese policy of reform and opening, China has witnessed great changes in the relationship between country and society. Such changes have made and will continue to make a comprehensive impact on the pattern"powerful country, weak society", thus China will be confronted by a transition of its administrative structure. In the transitional period, Non-Governmental Organizations, which are in a good position to act as successor, facilitator, and supervisor of the public affairs, will play a vital role in building harmonious society and transform governmental functions; besides, it is of very practical significance as well to solve various social problems, cultivate and carry forward commonweal spirit. The grassroots NGO is part of Chinese NGO. Performing as the public organization from the lowermost, this type of NGO is just in its youth; hence it is facing and will face different problems. As to its irreplaceable part mentioned above, we should pay enough attention to its status quo and development.Recently, the study of NGO has been flourishing. Since 1970s, some western counties have begun to see a serial of NGO theories, such as Government Failure and Market Failure Theory, Contract Failure Theory, Third-Party Government Theory, Typology of Relationship between Government and Non-profit Organizations, and the Theory of Interdependent relationship among Government, Market and Non-governmental Organizations. Combining with the specific social reality of those western countries, such theories has from different perspectives made a profound elucidation of NGO's birth and growth in different fields. However, the NGO research in China didn't come into being until 1990s and it mainly focuses on those NGOs that have distinct official background.Thus this thesis will by basing upon the reality of Chinese society and taking Chongqing Green Volunteer Union as the case, make an in-depth research of the grassroots NGO from the perspective of organization improvement. In this approach, it will cast a glance at the birth and functions of the grassroots NGO, analyzing the union's developmental process, structure characteristics, social functions and the serious problems it may come up against with the purpose of obtaining a better understanding of its status quo in China. According to the field investigation, the research will illuminate that an appropriate and benign relationship between the grassroots NGO and the government facilitates not only the grassroots NGO's own development, but also government's functional transformation. This will be the direction of the Chinese grassroots NGO, and an endeavour for this favorable interaction will be proved to be a valuable one in the progress of the grassroots NGO as well. Yet the realization of this interaction to a large degree depends on the fact that both the grassroots NGO and the government should effectively perform their own roles and make their own strategic choices. That is, the government should transform its attitude toward grassroots NGO. It should recognize the grassroots NGO's function, trust in its potential capacity; improve some relevant laws and regulations, expand the room for the grassroots NGO's development, innovate the administrative mode, and accentuate the grassroots NGO training. On the other hand, to attain this positive interaction, the grassroots NGO should zealously participate in multifarious social affairs, adhere to the government ultimate goal, strengthen its organization power, actively assume the governmental responsibilities, and set foot upon the multitude so as to bridge the government and the people, and only in this way can the favorable relationship be achieved, can only in this way can the grassroots NGO win a longstanding support from the government.Therefore, considering the inadequate study of the Chinese NGO, this research, with its field investigation and theoretical approach, will offer a reference to the social transition and the government reform.
