Public policy is an authoritive distribution to social values.Citizen paticipations are helpful to make scientific and democratic public policies, insure public orientation and legal profits of public policies. In the transition of our society, profit relationship changes and differentiation in some extent begin to appear, in order to protect and carry out their profits , the different interest groups led by differentiation will certainly require more involved in the policy process. Various channels should be provided for citizen participation during public policy-making process to coordinate a variety of interests and demands.Since the reform and opening-up policy carried out, a large number of farmer-turned workers went into cities, has become the new subject and the force of urban construction step by step. As a new layer of city society, farmer-turned workers have made tremendous contributions to urbanization and modernization of our country. We pay no much attention to the series of social problems caused by farmer-turned workers while we enjoy the fruit of city construction given by them, so they became the "marginal people" of city society. Policy participation is an inner motivation which can promote urban development and social harmony, the extent of farmer-turned workers in policy participation is also a important index to measure city level of development. If we want to change the situation of "marginal people" of farmer-turned workers, farmer-turned workers must be given an equal right to participate in policy-making at first.It is necessary and feasible to get farmer-turned workers participate in policy-making, according to the contemporary economic, social, cultural environment in which they live. But there are also many issues, including the lack of legitimacy of urban policies, urban social discrimination and psychological exclusion, low sense of participation and involvement as well as weak capacity of the farmer-turned workers and so on. Many reasons caused the problem, such as economic constraints, binary social system limitations and constraints, political and institutional obstacles, and farmer-turned workers with low quality which is their own subjective shortcomings. At last, more important deficiencies exist in rules, such as system design and implementation level, the ideas level, resource allocation level and so on.Therefore, strengthening democracy and legal construction, speeding up the process of farmer-turned workers, improving the petition system, improving their quality of farmer-turned workers, broadening the channels for participation of farmer-turned workers, and paying more attention to the involvement of non-system are basic ideas to solve the current problem of farmer-turned workers'participation in urban policy-making. With the continuous resolution of this issue and socio-economic and political reforms as well as advances in technology in our country, the situation of farmer-turned workers'participation in city policy-making is bound to be fundamentally improved and get higher level of development.
