At present our country stays in the state of transformation and every crisis event will be increased and cause more social influence. Replying every crisis effectively is very meaningful for life and financial safety, keeping social stabilization and harmony and social economic development. During the crisis event, information transmission has been the key variability for influencing the crisis course gradually. During the SARS and water pollution of Songhua River, we discovered this public crisis is public information crisis in fact.
