The Research Of Exam Evaluation System Enrolling Government Functionary Based On Competence

The exam is a main method of selecting government functionary in the government of all the country. Test for employing state public servants features the combination of selectivity and qualification. How the qualified personnel can be admitted as state public servants is not only a theoretical problem requiring the concern of subjects such as personnel administration and executive administration, but an immediate problem worthy of the concern of the institution in charge and the units that want to employ staff. What the effects of the test will be like has bearing on not only the competence of those newly employed, but also the efficiency of execution of the state administrative institutions, even the implementation of the system of state public servants. However, researches ever made on these tests aim at nothing meaningful in terms of theory and actuality. The meaning of this topic research is this: Analyses the exam evaluation system enrolling government functionary to find the question of it. For the director and development of exam enrolling raise some advise to improve director and measure exams enrolling government functionally.In the researching process, this paper, based on the survey of the head of the personnel departments and the symposium held involving some newly employed staffs, combined with the actual facts of implementation, conducted scientific and objective evaluation and produced the following conclusions: Firstly, the basic quality of the state public servants consists of eight parts, namely, the quality of knowledge, ability, morality etc. They play different role in enrollment tests; then, this paper analyses the relationship between subject setting content of the test and the quality of state public servants, establish exam evaluation system enrolling government functionary based on competence.
