On The Reforms Of Rural Bodies Under The Background Of Building The New Countryside

As the bridge and links of our country's contact with the rural area,town government is the most grass-roots unit of administration in China. Its organizational reform as the most essential one has become a most important symbol to see if China's organization reform is a success. Under the background of building a new socialist countryside, the issue of organizational reform of township governments at all levels has been put on the agenda.Nowadays domestic scholars have been doing lots of study about this. A large amount of experimental work has also been carried out all over the country,too.This article has summarized the various township organizational reform since 1949 by talking about the background, significance and content of new country construction. Then it explains the relation between the reform and the role adjusting.After this,it discusses the inner requirements of building new socialist countryside to the reform.First, the township grass-roots organ plays a leading role in the building of new socialist countryside. Second,we should make a scientific orientation to the rural township functions. Third, the new rural construction calls for a competent and efficient township institution. Later the article expresses the character,process and lessons drawn from the reform of rural taxes and fees by analyzing the background, objective, content and the measures it has taken .The writer takes Cang Shan as an example and points out that although the goal of the reform of taxes and fees has been virtually achieved with the township reform as a necessary supporting measure, there is still a wide gap compared to the requirements of new countryside construction from the point of the essence, aims ,measures and results of the reform.It is still necessary to deepen the organizational reform of township governments .At last ,the article states that the stability is the prerequisite for the reform of township institutions.In conclusion,the article offers a strategy from the premise, aim, principle and security of building the new countryside against the background of the township institutional reform and takes Cang Shan as an example .
