The Research On Building A New Socialist Countryside In Chengdu

In October2005, The Fifth Plenary Session of the Sixteenth Central Committee of the Party proposed that we should make steady progress in building a new socialist countryside by developing production, improving living standards, fostering more civil behavior, improving the overall cleanliness of villages, and exercising democratic management, which was another major historic task set in the crucial time in building a moderately prosperous society in all respects and the new stage of industry nurturing agriculture and cities supporting the countryside. It pointed out the direction of building a new socialist countryside for all local governments. Chengdu fully reflects a scientific outlook on development and works ceaselessly to implement the overall strategy of balancing the city and rural and scientific development of the four-in-one under the background of further implementing the strategy of West Development and National Comprehensive Reform Experimental Zone in balancing urban and rural, promoting the integration of urban and rural areas, fully carrying out all tasks of building a new socialist countryside, which played an important supporting role for promoting economic development social stability in Chengdu. However, we must also clearly realize that in Chengdu the agricultural foundation still continue weakness, which needs to be strengthened; the rural development is still lagging behind, which needs to be supported; there are difficulties in increasing farmers’income, which needs to be accelerated. Therefore, we should systematic summarize the experience and law of building a new socialist countryside in Chengdu, and analyze its development trends, finding out the major issues, on the basis of learning from foreign experience in rural development, and explore countermeasures to accelerate the construction of a new socialist countryside in Chengdu, which has significant theoretical significance and practical significance to construct harmonious Sichuan, happiness Tianfu and charm Chengdu.The dissertation is consists of6chapters. Chapter one:Introduction. Firstly, the article expatiates the background, the purpose and significance, and the part systematically cards related documents. Then, it sketches up research methods, main content and the theoretical framework. Finally, it concludes the innovations in this paper.Chapter two:Basic theory of building a new socialist countryside in Chengdu. In this part, the dual structure in urban and rural transformation theory and theory of urban-rural linkages, regional economic growth theory and the theory of scientific outlook on development are expounded.Chapter three:Present conditions and regional characteristics of building a new socialist countryside in Chengdu. In this part, we summarize the exploration of solving the issues of agriculture, farmer and rural area, analyzing the present situation of building a new socialist countryside and regional characteristics of Chengdu.Chapter four:The trend and the existing problems in building a new socialist countryside in Chengdu.
