Research On The Education Of Rural Leaders In Building A New Socialist Countryside

IIAccording to the 11th Five-year Development Program endorsed at the 5th plenary session of the 16th CPC Central Committee,the general guideline of the overall economic and social development in the next 5 years,the five major goals of building a new socialist countryside are enhancing rural productivity,raising the farmers' living standards,improving rural infrastructure,boosting rural social undertakings and promoting grassroots political democracy. The 11th Five-Year Guidelines for Economic and Social Development have determined the direction for our agriculture issues (agriculture,countryside,and peasant) from today and into the future.The education of leading members in our party is an important component in the construction of advanced character and administrative ability of Chinese Communist Party. The education of the leaders has served for the central work of the party. In order to improve the healthy,orderly,sustained development of building a new socialist countryside,to implement the outlook of scientific development,and to realize sustained and balanced development of the economy and the society,it is necessary for the cadres to exert all their strength in leading,organizing and steering masses. It is also required that the party members at the grass-roots level in rural areas,should have high ability in managing the socialist market economy,improving socialist democracy and advanced civilization and handling society contradictions and society relationships.Therefore in the new period,in accordance with the new requirements with cadres and the important influences on the education of leaders,we must set the scientific principles,make innovations on training thoughts and deepen the education of party members in rural areas and at the grass-roots level. We should make efforts to perfect the management system of the education with the spirit of reform,to reorganize advantageous resources with the tenet of building a new socialist countryside and constructing harmonious society and to establish long-term mechanism for enhancing the education effect. Then those various society resources of education in rural areas could be reorganized properly,and we could enhance vigor and potential in the education mechanism for party members. The more important members are to be the real central leaders in building a new socialist countryside as well.
