Therefore, the research of relationship between Township Administration and Villager Autonomy has an important theoretical and practical significance to China's system of grass-roots democracy. Political right imbalance includes Townships interfere village committee elections, Townships control of village committee through senting branches and control Village Party branches. Economic right imbalance includes Townships control of the village committee through management of objectives, incentions, wages and financial powers, Townships interfere productional and operational independence of villager autonomous organizations and the shortage of public product supplies. We must reform Macro system, legal system, township and villages to balance the relationship between Township Administration and Villager Autonomy. Firstly, we must chang the national development strategy of village. Secondly, improve the legal sytstem. It includes specificing the relationship between Township Government and Village Committee, clearing the terms of reference of village committee and village Party branch, development of special "villagers Autonomy" and improving the legal relief mechanism. Thirdly, reforming and improving the management system of township government. It includes establishment of a new type relationship between villages and township, transition of the township government function, settlement of the towns'financial crisis, promotion of openness in government affairs and reform of town government achievement assessment rules. Fourthly, improving capacity of villagers'self-government. It includes improvement of the country cadres and the peasantry masses diathesis, strengthen the construction of organizations villager autonomy and party branches in rural areas, cultivation of the farmers rights organizations and development of the rural collective economy.
