The Research Of Self-Governing Of City Neighborhood Committee

In essence, community building is the community developing process via the participating and sharing of the community member. Self governing of the community is the inexorable trend and final object of the community development. Neighborhood committee is the grass roots self governing unit where the residents carry out self management,self education and self service. Neighborhood committee is the bridge and ties of establishing the excellent interactive relationship between the residents and the government; the important channel and way for the people's fulfilling of the democratic politics and the core organization to promote the process of community self-governing. Important practical significance is attributed to promote the self governing of the neighbourhood committee, train the sense of participation of the residents ,broaden the participating channel of the residents and improve the self-governing ability.Taking the self governing status quo of Neighborhood committee from Fenglin street,XuHui distrct of Shanghai, this paper summarizes preliminary effect of the self governing of the neighborhood community on various of aspects, including the basic guaranty on the hardware and financial situation of the neighborhood committee, the continuing development of the qualities of the neighborhood members, the development of the neighborhood committee democracy, the continuing power transferring from the neighborhood office to the neighborhood committee , the increasingly extensive participating from the unit and organization of the community and the innovation on the administration system of the neighborhood committee. This paper makes further efforts on putting forward all kinds of obstacles and problems existing in the self-governing of the neighborhood committee , such as : the still over-weight burden on the neighborhood committee, the leading role of the party organization from the neighborhood office or grass-roots unit on the "direct election" of the neighborhood committee, the weak sense of participation of the community resident and new problem caused by the innovation of the new administration system of the neighborhood committee. On the basis of the analysis of the obstacles and problems mentioned above, this paper gets the main cause of the existing problems as follows: neighborhood community undertakes a large amount of additional works other than the self-governing function because the community work face a lot of new situations and problems under the new circumstances, the role dislocation between the government department and the neighborhood committee, the concealing of the leading role of the government in the inner system frame of the neighborhood committee, the lacking of well served intermediary agent organization and the shortage of the system of benefit which influencs the sense of participation of the masses.The final part of this paper mainly deals with the aiming research on promoting the self-governing of the neighborhood committee. This paper gets the result that the progress of the self-governing of the neighborhood committee could be achieved by optimizing of the government management,fostering the self-governing of the community and strengthen the influence and cohesion of the party organizations at the grassroots level. The paper also provide feasible ways and measures aiming at these three steps.
