To adapt to the new challenges of the times, many countries take the reform. As the main body of the government, civil servants'work performance impact the performance of governments. So the study of the performance of the civil servants has the practical significance.This paper selected a part of civil servants of songjiang district in Shanghai as the samples. By the regression analysis of the survey data, the study tries to find out the general conditions about the job satisfaction and organizational commitment of civil servants, and how to be influenced by the performance.Based on the study both here and abroad, the paper puts forward the study composition, then design and carries out the questionnaires, 215 questionnaires are proved to be valid. In the end, the data are taken in the analyzed by SPSS15.0. A conclusion is drawn from the experimental results.By experimental research, the following conclusions are: 1)Task performance and contextual performance are proved to be the two dimensional structure of performance. 2) The performance is notably relevant to job satisfaction. Different latitude of the former has different influence on the prediction of the latter. Contextual performance has obvious positive prediction on job satisfaction, of which job dedication has the strongest effect, and then interpersonal facilitation. Task performance doesn't show direct effect on it. 3) The performance is notably relevant to affective commitment and normative commitment. Different latitude of the former has different influence on the prediction of the latter. The job dedication of contextual performance has obvious positive prediction on affective commitment. The work result of task performance, the job dedication and the interpersonal facilitation of contextual performance have obvious positive prediction on normative commitment. The job dedication, of which has the strongest effect, and then interpersonal facilitation, and still then work result. The performance doesn't show direct effect on continuous commitment. 4) The civil servants'sex has no marked effect on job satisfaction and organizational commitment. On the other hand, their age, degree, marital status and position do influence their job satisfaction and organizational commitment.
