Service-oriented government since development is put forward,in the again mentioned in the report.Requires the transformation government function,deepen and decentralization,innovate regulatory way,enhance the government credibility and execution,the construction of the people's satisfaction of service oriented government;Requirements at all levels of government work together to build a service-oriented government,through the innovation of government management mode and strengthen the public service function and so on for the majority of the people and society to provide more high quality service,as for the majority of the people and society to provide quality services of the server,civil servants at the grass-roots level to practice the actual execution of the government personnel,have a vital role in the field of public service.Organizational justice of grass-roots civil servants work environment can not only directly affect the behavior,the role of grass-roots civil servants as a work role of organizational citizenship behavior would also be affected,the lubricant of organizational citizenship behavior can work as a promotion incentives,it is necessary to find out how organizational justice affect organizational citizenship behavior of civil servants at the grass-roots level.So in shandong province by using the method of questionnaire and the questionnaire survey in heilongjiang province is engaged in the work of civil servants at the grass-roots level access,after questionnaire data through data statistical analysis software for data analysis,the grass-roots civil servants organizational justice,job satisfaction and organizational citizenship behavior study on relationship between.For civil servants at the grass-roots level of the relationship between organizational justice and organizational citizenship behavior research,the job satisfaction as intermediary variable is introduced into the study,through the research on the data analysis software,test,and the mediation effect of inspection.Through the investigation of the data,and based on the relationship between the data,the role of job satisfaction in organizational justice and grassroots civil service organizations was analyzed.This paper aims to provide some strategies and inspirations for the futuresustainable development of service-oriented government by discussing the mechanism of action and research results.
